If you pull out a logic board when the machine is switched on at the back, but has not been switched on from the keyboard, the chassis powers up.

I wonder if your problem is illusory, and that if you plug in a keyboard and start the PCC up, it will start-up OK. I think that the logic boards turn the PSU off until the machine is started up from the kbd.
