I know the struggle, my daughter is almost the same age. I have stopped changing her laying down in public, a few years ago. She didn't fit the changing tables anymore and also hated being changed in the open like that. She is mobile and cooperative so I switched changing her standing up. She only wets her diapers, so the cleanup job isn't to bad either. Removing the diaper is easy that way. If the bathroom looks clean enough, I lay out the fresh diaper on the closed toilet lid and have her sit on it, that is easiest for both of us. If that isn't an option I just fold the diaper length wise, shove it between her legs, unfold it and pull it up again. Than I close the tape. It's a bit hard to describe, but if you practice at home a few times it's not that hard to do. Doing it in a handicapped bathroom with a little more space is ideal, but in a pinch we can also squeeze into a regular stall and get the job done.

Choosing the right clothes also helps. I like to dress her in a skirt and a body-suit with snaps in the crotch. That's easy to open and she can hold it up while I clean her, no pants to pull down that get in the way, at least during the warmer months. When it's cold she wears warm tights, but those are a bit more stretchy and less constricting than you average pants so it's not to much of a problem.
