If your kids are mobile and cooperative you can try changing them standing up. It's not as convenient as using a proper changing table and its borderline impossible to properly clean the child if they made a mess, but for a quick change of a wet diaper it works pretty well and all you need is a stall with enough space. Most wheelchair accessible restrooms should work well. A lot of kids actually prefer it that way, makes them feel more grown up then being strapped down on a changing table.

If doing it standing up doesn't work your next best option might be getting a changing mat your daughters size and start changing her on the floor. Most handicapped restrooms should be big enough. Not great but still better then doing it on a park bench.

Doing it in the car might also be an option, you often can find a quite corner where you have at least some privacy.
