Short answer about the implants: I've heard about them, but I think it's just a fantasy.
From a medical point of view, a small implant under the skin is no problem at all and can be inserted with local anesthesia (similar to an identification chip in pets).
But I have never seen such small devices the size of a grain of rice and I don't think they exist either.
How should the energy supply take place? Why should something like this have been developed? There are certainly devices for neurostimulation, but these are always external.
