So he definitely can't ejaculate yet. At this age there are no medical reasons for a regular erection or even an orgasm.
Continue to keep him strictly diapered and make sure he doesn't touch his genitals or the entire diaper area with his hands. If he already has a lowered and therefore hanging scrotum, you should definitely think about a penis cage. This makes many things in this relationship much easier and shows him clearly that his penis is and will remain out of his reach.
