The youngest was 3, wore diapers at night and pull-ups during the day but had no interest in using the potty.
Her sister was about to start school in a few months, and had been out of night-time pull-ups for maybe a year, but with night accidents about once a week or week and half, and the occasional daytime accident (which was usually because she was too busy playing to pay attention to her toilet needs).

We had a talk with the oldest daughter about having to keep her clothes dry when she'd start school, and told her she would have to use her sister's pull-ups all the time until she could stay dry, in preparation for starting 1st grade.
Wearing pull-ups seemed to make her care even less about going to the toilet, and her accidents increased - both day and night.

Since the youngest had no interest in potty training, we put her back in ordinary diapers - and once her sister used up the pull-ups package we put her back in diapers as well.
She was incredibly upset at being laid on her sister's changing table and put back in baby diapers, and we often had to give her some smacks on her bottom before taping it on to stop her from resisting for the first weeks.

When she started school, we told them she probably had some hormone imbalance or stress incontinence and explained the problems we had with her wetting at home, at this point she had been wearing diapers around the clock again and shown as little interest in the toilet as her little sister.
We had her in diapers for the first few days at school until they asked if she could wear a pull-up as it would make things easier there. We obliged and got a small pack of pull-ups, and sent her to school in them the next day - but they couldn't hold as much and she had to change three or four times a day, even then they still leaked some times.
We quickly learned that was on good so when the package was gone, it was back to diapers at school and the school nurse helped changing her again.
Some of the older kids teased her a bit once they found out, but the teachers quickly put a stop to the most of it.

Because changing diapers was much less work than constantly changing and washing clothes, bedding and needing to put thick blankets on the couch all the time, we told the kids that they would not be potty trained and would have to use their diapers. The youngest was happy about it, and the oldest was agreeable as well, since it meant she didn't have to stop playing to go pee.
The youngest didn't mind pooping her diaper, but the older one had some reservations against doing it in her diaper on purpose - which is why we had to make diaper changes a nice thing for her when she was good.
