In my experience, in some parishes, parenting in diapers is viewed as a means of keeping children chaste. There, children should be raised in extreme sexual abstinence and absolute obedience.
The diapers are an approved means for both goals.
During my time in the American Midwest, I got to know a number of churches whose premises had changing tables, especially for older children. There wasn't much fuss made about it when using it.
