Restraints should be reactive unless used for safety.

The types depend on space and budget. If you have the room in your house then a youth size changing table, crib, and playpen.

But the simplest option is a chair harness and bed harness. Cost effective, easy to store and travel with, and easy to buy. The can be used for either punishment or care like changes.

Don’t forget digital restraints either. Add a baby monitor or wifi cameras to his bedroom. Another option is a GPS tracking watch like Gabb watch. You can see where he is, set boundaries and call him home for impromptu checks.

Also get either a 5-point harness car seat or high back booster. It depends on the seat’s weight limit. Use it even when not doing DD to reinforce the idea he’s still a little boy.
