Im not a parent so I cant speak from any personal experience with DD. It's your call if you feel diapers would work well for them. As long as you think it's worth a try, then they aren't too old for it.
Do you have a sense they will cooperate and not resist once the diapers arrive? Have you thought about how long you want them to wear, or what their behavior would need to improve to get their underwear back? You can always add other childish items as it goes along, as you see fit.
As for finding ones that fit, youll probably want to search for youth diapers, or look for brands like northshore or betterdry that come in small sizes. I believe others here have mentioned those working well.
