1982 was the last year for copper pennies, not 1984. And part of those in 1982 are copper, and part are zinc. Decision was made at that time because the copper going into pennies was actually worth approximately TWO cents. Using 2 cents of material to get one didn't make much sense...kinda like how they couldn't melt down the Susan B's when they weren't accepted. (Destroy a dollar to get pennies of material).
