Thanks for answering, Melissa. And since you stuck around for all nine seasons, I guess you'd know for sure.
It actually seems that Scully would have been more likely to testify than Mulder. What Mulder did -- behavior profiling -- was pretty subjective and it would seem like that would be used more to pinpoint likely suspects than to prosecute them. Scully's technical, objective analyses would, I'd think, be more the sort of findings presented in a trial.
