Yes that's generally true. One of those poetic lisence things. Except on soaps where there are family members except for the ones where the actors have left the show, in which case it can be like they never existed.
Except on All My Children where Kendall's sister has left the show but the actress has returned for short stints several times when there is a family crisis. The fact that she's available for guest returns makes it much more realistic.

Once in awhile I've heard on CSI or Criminal Minds a mention of contacting parents when one of them was hurt. Also on CSI when Brass was shot his daughter was there. But I agree it's rare!
