was that it was a last minute decision. i'm kinda basing this on the conversation between csm and scully in the restaurant where he really opens up to scully. he says he's a lonely man. maybe he figures he has little to live for. i think that conversation really opened up something for him, made him see past this power struugle thing he has. and when he chucks the disc into the water, we are listening to scully's voiceover, where she can't believe csm was lying, and that she really saw something different in him. i can't remember her words completely but it basically explains it for me. i think csm did set the whole thing up with the intention of getting the disc to cure himself and using scully along the way. but during his time with scully he began to see a different side, mostly towards himself. go back to what csm says in the restaurant and scully's voiceover at the end. i think that explains much of it. to me anyway! :)

feel free to disagree but thats what i thought! :)
