Due to the delicate nature of the work, and both realized neither could make a complete commitment to each other till they got to the bottom of the conspiracy.

I think this is even more true for Scully. She had to know the truth about her abduction and what was done to her before she could commit to Mulder.

I think Mulder respected that.

Scarecrow and who???? was that a TV show?
