If builders in any situation are not looked in on by a higher authority then most of them will take 1 hour coffee breaks etc. I've seen road crews make a hole in the street and then stand around and look at it for 30 minutes or more - not saying a word!
I thought that Keylock hired the builders for Brian's place. Maybe Keith didn't even realize it?!
