I agree.

We should only recruit people that are lvl 60 from now on. But if they join they need to know that we focus mainly on PvP. Of course some instances will be made at times for grinding.

But i suggest all characters that are below level 55 should be moved to another MRC guild as you said "Mini-MRC". There they can level up with the others untill they reach lvl 55. When they hit lvl 55 they should have the choice of moving to the "Head" guild, this is so they can get to know the 60 before they really join us in PvP.

I also have some ideas about the "Mini-MRC".
