I think we still need a distinction between excused and unexcused. It's possible for someone to miss a meeting and still do their job. Perhaps some clause stating that three unexcused absenses is grounds for immediate removal, but after three excused absenses, the council has the liberty whether or not to discuss the resignation of a member. That way, the council is not stuck kicking someone out who has otherwise done their job.

I agree with the need for the distinction as long as it is put in the terms you set forth. 3 unexcused is immediate dismissal, 3 excused calls for a discussion on whether the member is doing their job.
