A waiver draft is a great idea. However, you need some rules to keep it from totally disruptong the league in a free-for-all. Here is a good example of a waiver draft template.

At the end of the Season, a Waiver Draft is held before the Rookie Draft. Here are the rules/guidelines for the Waiver Draft:

(1) Each team may protect 2 QB, 3 RB, 5 WR/TE, 6 OL, 4 DL, 5 LB, 7 DB, 2 P/K, and any 5 other players. All other players are exposed to the waiver draft.

(2) All players with an experience of 3 or less are automatically exempt and are protected (unless the team requests they be exposed).

(3) Waiver draft is 2 rounds long.

(4) Picks are not trade-able.

(5) Teams may pass on pick.

(6) The Waiver Draft order will be based on the finish of the prior season.

(7) Each team may only lose 2 players, at which point the remainder of their roster is exempt.

(8) If a team selects a player off another roster, they must then expose another player from their roster.

(9) Teams may trade a player and/or picks to keep the other team from selecting a player they wish to retain (Team A wants to select QB Future Stud off of Team B's unprotected list. Team B wants to retain the QB, so they send Team A their 1st round draft pick and OL Brick Wall, and keep QB Future Stud).

(10) If a team is over the 53-player limit at the end of the Waiver Draft, they MUST cut player(s) to get to the 53-player limit.
