I agree that the league could need some more activities.

However this kind of draft you propose is too disrupting for any attempt to build a team for more then one season.
Also keep in mind that any of these waiver drafts will have to be done by hand. So Paul gets A LOT of work extra.

As I really on building my team over some season I do not like the idea at all, but if it should be done then in a way that is not too disruptive and also not too complicated.

But if you really want to implement any kind of additional player movements, then what about the following idea:

With the start of each new season all teams have to cut down to 46 players (so all A and O slots are occupied, while all I slots have to be open). This is something that can be easily observed and also is fair to the teams that loose a lot of players thru retirements.

Then the normal draft is held and then all remaining players (undrafted rookies and the waived veterans) are available as Free Agents. Here Paul can use the same draft order and just go thru the lists for maybe 5 rounds or so.

However these draft picks should also be tradable, as increasing the possibilities for trading is the main reason we do all this. All this happens before the trainingscamp.

Again, I would prefer to keep it the way it is and maybe to try other ways of increasing the participation.
