On Tuesday August 7, 2001, a franchise investment and operational consortium led by Brad Watters submitted a formal offer to the Office of the Commissioner of the Canadian Football League to establish an expansion franchise in Ottawa commencing play for the 2002 CFL season. Submission of the offer follows several weeks of negotiations with the Commissioner's Office.

Commissioner Michael Lysko and senior management of the CFL are now engaged in the process of clarification of the terms and conditions of the Watters group bid, and other due diligence matters. Upon conclusion of that process, a final offer, if acceptable to the Commissioner's Office, will be presented to the Board of Governors for its review and approval.

This process could take several weeks, and will include a number of issues on which any plans for introduction of a new CFL franchise are conditioned, including the final terms of lease for use of Frank Clair Stadium, procedures surrounding an expansion draft, and the like.

Commissioner Lysko maintained his optimism. "We are excited at the prospect of the potential return of the CFL to Ottawa. This has been a long and arduous process, but we believe that it was absolutely necessary in order for us to find the quality of ownership that the city of Ottawa and some of the CFL's most loyal fans deserve."

We will attempt to keep you up to date with developments as they occur, and must ask for the patience of all concerned parties during this critical process as the League and prospective ownership group seek to develop a partnership arrangement that will ensure the presence of a viable, well-operated franchise in Ottawa for many years.
