In answer to your questions,
1.All cars will be quicker,for example I reckon a round Donington lap times will fall by a minimum of 2 secs. The set up you need for radials should suit most cars as this is one of the main reasons to going to radials.The general set up for a radial is big diameter,stiff roll bars and hard springs where as crossplys is the opposite small bars and soft springs.I used to have an RT 30 and that came with a radial set up,it cost alot of money and time to get the car to work on crossplys.
2.Yes this discussion is very serious as most drivers who speek to me want to go to radials.
