depends on what situation, sometimes it's better to think it as particle, sometimes it's better to think it as wave....

Newton proposed that light is a particle that obey Newton's Laws of Motion.
Young proved that light is wave by double-slit experiment.
Einstein explained the photoelectric effect using the concept of quanta.
The quantum physicists suggested 'wave-partivle duality'.
However, some scientists, i.e, Richard Feynman, insisted that light is quanta. ....
