If you think about it, the plot to "Mr. Smith Goes to Washington" is timeless, at least as long as there is corruption in the world. (Well, I guess then, that would make permanently timeless.) Think about it: there are always going to be people, whether it be in politics or another circus...I mean, setting, that think only about what benefits themselves, regardless of how it might hurt others. And since everything has an opposite, then as long as these aforementioned selfish people exist, so too must selfless people like Mr. Smith, who stand up for the good of the common man, exist.

That is why I think that Frank Capra's movies, like "Mr. Smith Goes to Washington" and "It's a Wonderful Life" appeal to people, even two generations later. He stands for the masses, the common man, the audience! Thus, people can identify with the characters of Capra movies, which is an automatic plus for finding a movie appealing.
