I use this to ensure that Envision know about "TIF":

If FindDibGraphicClass('*.TIF') = Nil Then
Begin
RegisterDibGraphic('TIF', 'Tag Bitmap file', TTiffGraphic);
End;

I assume you can register "001" too. Your bigger issue is that you would have to register 999 extensions from "001" to "999". I am here making the assumption that the extension is the page number in a document of single-page TIFF files.

Something to think about:
Copy the "001" file to a temporary file with the "TIF" extension. If you are working with single-page TIFF files you may think about creating a temporary multi-page TIFF file on the fly to make it easier for the user to navigate the document.
