Free agency did not exist at those times and the intel regarding Tasmania and their draft concessions is that they will be spread over several drafts to minimise the compromise and they will need to trade some of those picks to bring in mature players or lose them. The opportunity is there when they come in to bring in some draft picks and with free agency - already suggestions of room for movement there - to remain competitive and in the window.
