What if once every three years clubs are given the opportunity to recruit a player BEFORE the draft.

If they don't take up their option over this three year period, they can bank points to the value of Pick 10.

Going in to this year we could say Josh Smillie is the guy we want. He agrees, we can then not have a pre-draft selection for the next 2 years. Or, we could say, shit, McGuane is going to cost us Pick 5 - how are we going to get this? In this instance we could go to the AFL, and say we'd like to activate our Pick 10 and forgoe the right to take a player before the draft for the next 3 years.
