If the whistle is late, especially that late, you assume it's play on. It's instinctive.

My view on the call was that even if that is a "play on" you can hear being called, then could the players have heard it anyway amongst all that racket? Probably not.

That's why you have a whistle and why that whistle needs to be blown quickly. Not sure why neither umpire in the area thought to not blow it.
