So neither doping rules or salary cap rules should not be enforced? Or we should not have these rules at all?

Just plain dumb. Doping kills athletes and has very bad long term health affects.

Just because every body speeds is no excuse for not punishing those he slam through red light at 2am in the morning doing 120 kph? Do you advocate no road rules as well on the same basis.
