I believe Miss NC Volunteer is a subsidiary of the Miss Volunteer Organization which is ran by a Board similar to the structure that Miss America Organization was. There's technically nothing to "own" as they have no real assets. If I remember correctly, the pageant was started by the former Miss TN / Miss America Organization that was ousted when they challenged the Miss America Board under the leadership of Gretchen Carlson.
