PLANS to introduce top-up fees to Northern Ireland will damage efforts to increase the number of people entering higher education, it was claimed today.

The lecturers' union NATFHE has criticised controversial proposals from the Department of Employment and Learning which would result in students being hit with an annual bill of up to £3,000.

The Department has proposed that local universities should be allowed to introduce the new variable fees from 2006.

A consultation process on the issue was announced last week by the new Employment and Learning Minister Barry Gardiner.

NATFHE has called for Northern Ireland's MPs to continue with their opposition to top-up fees.

Roger Kline, head of NATFHE's universities department said: "Universities and colleges delivering higher education in Northern Ireland obviously deserve equivalent funding and support to that provided for institutions in England, but copying a system riddled with faults, like that proposed for England, is not the answer.

"Clearly Northern Ireland now faces the creeping 'domino effect' of proposals for variable top-up fees in England.

"It is a funding system which allows prestigious institutions which take in wealthy students to increase their resources ? but deters students from modest backgrounds from considering the more expensive courses and underfunds the less prestigious institutions.

"These effects will be reproduced in Northern Ireland if the system proposed for England is introduced locally.

"The prospect of repaying high fees won't widen access to higher education to include families which don't traditionally send people to university.

"Also, students from Northern Ireland will find that some of the new English universities in which they may wish to study will be pushed into decline by the unequal funding they will receive from fees.

"Northern Ireland MPs were right to oppose top-up fees in England and would certainly be right to oppose them in Northern Ireland."
