If you don't know it already, you will undoubtedly find that sometime in the future, a startup disk can be invaluable if Windows will not start, and you don't have a bootable copy of Windows.
First, let me say that a startup disk will Not start windows. That is not what it is for. A startup disk boots your computer to a DOS prompt and loads CD Rom drivers, so that you will have access to the CD Rom to load files, or programs. (It is possible to boot a computer in DOS without CD Rom drivers, but you won't be able to use the CD Rom drive) This is why I always stress that everyone should at least know most of the basic DOS commands. Also, some think there is no way to make a startup disk in Windows XP, but there is (Don't confuse a Startup disk with a Windows Boot Disk Set - Which requires 6 floppies).
To make a startup disk in Win XP, place a blank floppy in the drive, right click the drive in "My Computer" and select "Format" - Be sure the box beside "Create an MS-Dos Startup Disk" has a checkmark in it, and click "Start".

On a side note, you may notice that the disk created is actually a Windows ME startup disk, but it makes no difference because you are booting to DOS anyway. A Windows 98 startup disk will also work)
