The black spot is raised and does have short hair on it, but it is the actual skin that is the dark color while the rest of the tail skin is pink. It's really like looking at a hairy mole. I'd say the spot is about 3/4 the way up the tail toward the body, and from the mole to the tip of the tail there is this stripe of skinlessness along the spine of the tail. It's just strange to me.
