We should also add that the quality of care between hospitals varies widely and has nothing to do with the provider. Before I put any system into place I'd require a complete audit of the hospitals themselves. I've had my parents in several different hospitals in the last 10 years and the difference can be night and day. There is one just a few miles away that i'll never set foot in again (unless it's an absolute emergency) and then there is one several miles away that is great. No matter what your income, if your poor and end up in a good hospital your in much better hands then if your welloff and end up in a bad one.
