First off, you have provided no link to the lack of lines or the refinery quote. The only lack of lines was that since lines weren't coming into CA from every direction, it limited WHERE they could buy extra power.
But here goes again. The refineries....Do you deny that no new refineries have been built in the US since the 70's??
Gasoline demand is higher in the summer driving season and lower during the winter but every year there is a year on year increase in the total amount used. Now common sense tells you that if you build no new refineries and year on year demand keeps growing, sooner or later something hits the fan. We have made up shortfalls by importing gasoline, but that can not always be done at the drop of a hat and if one or two of our refineries has a fire or other problem, gasoline will spike just like it has recently because of several refinery fires. Also these refineries have to be shut down for maintences once in a while, usually right around this time of year as they change over to making gasoline instead of heating oil. I hope this isn't getting too complicated for you.
Also, I think if you go back and check the news stories at the time, you will find that the real problem in CA was lack of their own power generating plants and that their utilties had to buy extra power on the open market from other utilities and that the price for that extra power was higher than they were allowed by law to sell it for in CA. So they couldn't/wouldn't buy that open market power creating the brownouts. Those CA utilities threatened to declare bankrupcy if they were forced to buy the power and that was the crisis. Since that time the government of CA came to their senses and power plants have and are being built, thus the problem has been solved. Other state governments around the country also took note of this situation and started approving stalled power plant applications so they wouldn't end up in a similar situation as CA got into. Econuts were throughly descredited in all this with their no growth ideas.
