The reason that bilbo got rid of most of his posessions. Was because he no longer had any use for them. Since he was leaving, to get away from everyone. He left Frodo in charge of delivering all the gifts, to the who's names where on the packages. Each person's got that certain gift for a specific reason. For example lady bagginses used to tend to "borrow" spoons from bilbo's house. When she would visit. So she recieved a set of silverware. Then he left other certain things for Frodo. Such as the house, the ring, and other stuff.
