the fluctuation of hormones does play a part in performance. Boys will be able to have more consistent results and train harder whereas biological girls will be more likely to hit plateaus despite the amount or intensity of training. The point here is not "if you are on your period, it's a disadvantage" the point here is that if you are a biologically born female there are things that will potentially hinder your overall athletic ability that are not present in a biologically born male.
