From Nationals syllabus regarding solo splits (note they don't specifically mention randomizing the remaining dancers in solo comps, but that has been explicitly stated in previous years):

• Where the number of entries for a competition reaches 150 or more, it will be divided into an A split and a B split.
Where the number of competitors reaches 300 or more, the competition will be divided into an A split, B split, and

• If a national solo competition is split, World Medal Holders (WMH) at the time of the entry will be divided evenly in
the splits. If there is an extra WMH, that dancer will be placed in the split with the higher number of dancers.

I thought WMH were only skipped at Os, but from Worlds 2024 syllabus regarding qualifications it says they're skipped at all future qualifying events:

20. 2023 World Medal Holders will be counted as participants at subsequent qualifying events, but not as qualifiers. Should a 2023 World Medal Holder finish in a qualifying position at a subsequent qualifying event, they will be ‘skipped over’ and their qualifying place will be passed to the next dancer in that result.
Therefore, should a particular 2023 World Medal Holder not participate at a subsequent qualifying event, an additional qualifying place is not created.
