Subject: Question regarding WQ in combined groups

Why does the Men’s O20 get an extra WQ? Not counting Medal Holders and Over Seas, they got 7 WQ spots with only 21 dancers. Is it because they’re combined with other ages? And if so, just a reminder that there were 300 u22 and o22 ladies in these combined groups who did not receive extra WQ spots.
