Sounds like your assertion that "military exemptions are always granted" isn't being followed. Why are you attacking the parent instead of the system that isn't supporting military families? Military dependents put up with an awful lot of stress to make us all safer - by the time I was 7 years old I had moved 5 times. Let's not add to their stress by being dismissive of their struggles.

OP, it isn't fair and you are right to be outraged at a system that is penalizing your dancer for circumstances out of her control. Keep pushing. I'm sorry that no one is listening.
