I'm a newer ADCRG, but I've judged a couple "big ones", and this is just me... I don't speak for everyone. Unfortunately we don't all have any standardised song books to sing from, but I'll give it my best shot.
It's all a balance you have to play when choosing your rank.
I firmly consider myself a "timing and rhythm" judge, in that I put those two qualities above all else when I'm evaluating a competition. That's where I make my first cut. If you come out in your first eight bars and give me reason to doubt your timing or rhythm, you're out... But as with everything, there are also degrees of severity.
If I'm judging a competition where you have a really strong, evenly-matched top five, and you really could go any which way and justify it, the dancer(s) with the dodgy rhythm will never get my 100. Ever. I don't care who they are... Frankly I usually don't know who they are because I pay zero attention. However... And unfortunately this is becoming more and more commonly the case... Sometimes you have a competition with a dancer who is miles ahead in the technique department (turn out, posture, feet, etc.)... The next best and next-next best have some real fatal flaws about them... That's when you have to weigh the balance. Sometimes I still have to give it to the good technique dancer who was a little questionable on rhythm, simply because the rest of their positives still outweighed the negatives of the runner(s) up. I don't LIKE giving that 100 when it happens. It brings me no joy, and when I leave the table all I can think about is "shit, if only #2 could point her damn feet!"... But the level of ability difference is just too great to justify giving the 100 to #2 based on the rhythm and timing alone.
I hope that makes sense. We work in a highly imperfect system with no clear guidance on how aspects of performance are to be weighted, so (at least I, personally) do my best to pick a winner based on all contributing factors. Does everyone? Probably not. Can we do anything about it with the status quo? Probably not.
But there you go--that's why SOMETIMES I still have to give my 100 to a dancer with questionable rhythm, even though it pains me to do it.

A judge who does their best
