More adjudicators on the circuit means existing judges have greater 'competition' for jobs. The more adjudicators there are, the fewer jobs each individual will get.

New adjudicators might be unknown quantities. Well networked teachers currently know who their friends are, who'll help them out, who'll look out for their kids. Newer untested judges, especially those who took the exam looking for change, are a risk when approaching for favors.

Well aware I'm being negative and provocative here.

It could simply be that there weren't many candidates this time around.
