This only applies to individuals who need a visa to enter the US. The only time an issue would arise is if a trans person lied on his/her visa application about (1) his her biological sex and/or (2) the reason for entering the US (i.e. not disclosing they are a male who will be competing in a girls-only event while in the country).

First, don't lie on your visa application. Seriously. Don't. The consequences can be draconian.

Second, if he does lie, everyone will know. I suppose it is theoretically possible that there is some male-female trans Irish dancer flying completely under the radar, but Irish dance is a small community and everyone knows everyone.

Third, if he dances in a girls-only comp while here on a visa, someone will likely report him to the appropriate federal authorities. They will do the requisite investigate, including, I suppose a body inspection. Nobody in Irish dance is going to do investigation. It will be done by the federal authorities charged with investigating fraud in visa applications.

Fourth, if said dancer doesn't want said body inspection by federal authorities, then he should not lie on his visa application. Seriously. It isn't that hard. Don't lie.
