But “best” depends on cost, the destination country’s customs regime, how much value is at stake, and how used to the sender is with that courier.

For example: FedEx explicitly advises Irish senders to provide full HS code, origin, description when shipping to US.

The national postal service () still works, but the risk of complications seems higher if data is incomplete.
