There are different scenarios. Sometimes they kick sheep out who are not "growing" (i.e. become "shepherds") and they have the impression that they are a "waste of time" or "junk sheep." I have experienced two times that the wife of my chapter leader kicked out two girl sheeps after three years because they made not enough progress in the sense of UBF. Later when I accidentally met them on the street they both told me that they felt very abused and like abandoned by God. Samuel Lee was also known for kicking "junk sheep" out.

But some shepherds and missionaries never kick their sheep out as long as they don't criticize publicly and do not stir up others, because they are so desperate to have somebody as their sheep.

But I guess the majority of dropouts left on their own before they are kicked out.
