 A penicillin shot every ten years would have been a relief in my youth when I had to get one every few months.

Yes a penicillin shot every ten years prophylactically would be worse than useless. It wouldn't be often enough to do you much good in between, but it certainly would increase the rate at which bacteria would become penicillin resistant.
