ISSUES IN LAY ECCLESIAL MINISTRY

ISSUE: What are the skill and competency levels needed for lay ecclesial ministry?

RELEVANT QUESTIONS:

What skills and competencies are required for the lay ecclesial minister?
Who sets the standards for the professional LEM?
How do you set up the support needed on a diocesan level?
How do you establish accountability?

SIGNIFICANT STATEMENTS:

Articulate standards for LEM by a professional.
Implement and evaluate/enforce standards.
This professional group could advocate for more work in this area with diocesan certification.
The behavior of people of our diocese displays a value for ordained and religious, but, by their behavior, do not seem to value LEM’s. If we don’t value ministry, do value faith?
We are all accountable to the gospel and to one another.
There should be a diocesan office established by the bishop for certification using national standards.


ISSUE: Evaluation - what are the criteria used to evaluate lay ecclesial ministers?

RELEVANT QUESTIONS

How can pastors be educated regarding the need and means of an evaluation process?
Is it better to speak of “feed-back” rather than "evaluation?”

SIGNIFICANT STATEMENTS:

An accurate job description needs to be in place, reviewed and renegotiated, each year.
Personal goals and objectives need to be established each year.
The incentive for evaluation may have to come from the LEM.


ISSUE: The Call of Discipleship to all people; the education of clergy and laity to what that means.

RELEVANT QUESTIONS:

How can pastors be educated and encouraged to lead our people to discipleship?
How can the priest bring the people to discipleship?
How do we help connect social issues with church teaching?

SIGNIFICANT STATEMENTS:

The pastor recognizes that he is in the parish on a temporary basis.
Encourage each pastor to help the parish establish the six basic parish committees.

ISSUE: The role of the Pastoral Administrator (Lay Pastor) in our diocese.

RELEVANT QUESTION:

What is a Pastoral Administrator?

SIGNIFICANT STATEMENTS:

There is a need for education on all levels as to what this role is.
Leadership for parishes that doesn’t require ordination, should be from the gifts within the parish, in a spirit of collaboration.
How do we move toward that position?
There is a need to distinguish significant terminology - Pastoral Administrator, Parish Life Coordinator/Director, Business Manager.
Who has comprehensive responsibility for the life of the parish? Appointed by the Bishop?
The professional Lay Ecclesial Minister works with the understanding that this is a vocation.


ISSUE: Are Lay Ecclesial Ministers hired for the Pastor? Or for the parish?

RELEVANT QUESTIONS:

Is there a time for contract negotiation? Evaluation?
Should contracts be made for more than one year at a time? (At least after the first year.)


ISSUE: Staff Meetings - are they a regular element of parish administration/ministry?

SIGNIFICANT STATEMENTS:

Often are not, but should be.
Probably less likely in smaller parishes.
