I used to produce my own public access show for drummers in Albuquerque NM (called "Not Just A Drummer") and I did a show one time on rebuilding your own drums. I showed people how they could cut a bearing edge with just a hand held drill and a round file. Easy and works. Just stick the file in the bit, and slide a 4in. long piece of 1/2in.dai. pipe over the other end. This is for a handle. So, now you are holding the drill with your right hand, and the end of the file with your left. Start drill. Angle the file. I cut a few drums like this and it worked great for me but I was totally sure I could do it. I think that the router is much better, smoother, accurate, and has less of chance making any fatal mistakes. But if you just don't have one, this will work. Take small steady cuts and keep it moving at all times. Get a router.
