 Ich vermute das das nicht ganz freiwillig geschah.

Er hatte doch schon vor Jahren gesagt das er nicht mehr bereit ist Funkgebühren zu bezahlen.

Vielleicht hat ihm die Bundesnetzagentur daraufhin die Lizenz entzogen bevor er aktiv wurde und dann doch bezahlt hat, worauf er ein neues Rufzeichen bekommen hat.
