Praise be to Allah.
It is Forbidden to recite any Surats of Quran while in the position of Rukoo (Bowing) or Sujdah (Prostrating). You can only recite Duaa's in these two postions. Specific Duaa's while in Rukoo, and Specific Duaas and General Duaas are allowed in Sujood.
General Duaa's to Allah asking him to forgive you for your sins or grant you things you want are to be recited during Sujood or the FINAL Tashahud.
In regards to raising the finger during the tashahud there are 3 ways one can raise the finger:
1) Hold the finger out and move it in a circle while reciting the tashahud from beginning to end
2) Hold the finger out and dont move it at all while reciting the tashahud from beginning to end
3) Hold the finger out and move it up and down while reciting the tashahud from beginning to end
