All questions are answered here based on Quran and Sunnah.


In regards to touching ones private parts:

Busrah bint Safwan narrated that the Prophet, upon whom be peace, said, "Whoever touches his sexual organ cannot pray until he performs ablution." [This hadith is related by "the five." At-Tirmidhi classified it as sahih and al-Bukhari called it the most authentic report on that topic.]

Abu Hurairah reported the Prophet as saying, "Whoever touches his sexual organ without any covering (between them) must perform ablution." [Related by Ahmad, Ibn Hibban and al-Hakim, who classified it as sahih, as did Ibn 'Abdul-Barr.]

"Any man who touches his penis must perform ablution. Any women who touches her vagina must perform ablution." Commenting on its authenticity, Ibn alQayyim quotes al-Hazimi who says, "That chain is sahih."

In regards to touching the Quran:

In a letter to ‘Amr ibn Hazm, the Prophet (peace and blessings of Allaah be upon him) told the people of Yemen:

“No one should touch the Qur’aan except one who is taahir (pure).” [Reported by Maalik, 1/199; al-Nisaa’i, 8/57; Ibn Hibbaan, 793; al-Bayhaqi, 1/87. Al-Haafiz ibn Hajar said: A group of scholars classed this hadeeth as saheeh because it is so well known.]


CONCLUSION: Based on the Sahih evidence above, touching the private parts with no barrier between it and your hands nullifies your wudu and one must perform another wudu to pray. Also, being that one can not touch the Quran without wudu, the same applies here too. If one has touched his private parts with no barrier between it and his hands then me must make a new wudu before touching the Quran.
